أثر التخطيط الاقتصادي على بعض مؤشرات الاقتصاد السوداني خلال الفترة من (1999-2013م)

Abstract

مستخلص البحث تناول البحث أثر التخطيط الاقتصادي على بعض مؤشرات الاقتصاد الكلي في السودان خلال الفترة من (1999-2013م) ، وتمثلت مشكلة البحث في معرفة مدى مساهمة التخطيط الاقتصادي في السودان وتوضيح دوره في تحقيق التنمية الاقتصادية في السودان خلال الفترة (1999 – 2013م) والتعرف على مدى مساهمة التخطيط الاقتصادي في تحقيق أهدافه ورفع المستوى الاقتصادي والاجتماعي ومعرفة أثره على بعض مؤشرات الاقتصاد القومي . وهدف البحث إلى معرفة أثر التخطيط الاقتصادي على بعض مؤشرات الاقتصاد القومي في السودان في الفترة (1999 – 2013م) , والتعرف على المعوقات والمشاكل التي تواجه التخطيط الاقتصادي في السودان وإيجاد الحلول . استخدم الباحث المنهج الوصفي التحليلي لوصف مكونات البحث النظرية والتطبيقية ، إضافة لتحليل البيانات والمعلومات باستخدام الحزمة الإحصائية للعلوم الاجتماعية (SPSS) في تحليل واختبار فرضيات البحث . توصل الباحث لعدة نتائج منها أن هناك ارتباط معنوي قوي بين التخطيط الاقتصادي والمتغيرات (معدل نمو الناتج المحلي الإجمالي ، الحساب الجاري ، الحساب المالي والرأسمالي والتضخم) وكذلك هناك ارتباط معنوي ضعيف بين التخطيط الاقتصادي والمتغيرات (الأصول الاحتياطية والأخطاء والمحذوفات ). وعلى ضوء نتائج البحث أوصى الباحث بعدة توصيات منها إتباع الأسس العلمية في وضع خطط التنمية مع مراعاة مقدرة وإمكانيات السودان على استيعاب المتغيرات الاقتصادية المستهدفة في خطط التنمية ووضع خطط بديلة تحسباً لأي طارئ قد يحدث بالبلاد وتحديد أهداف التنمية الاقتصادية ووضع البرامج والخطط المناسبة لها .

Abstract The research handles the impact of economic planning on some of macroeconomic indicators in Sudan during the period (1999-2013), in the research problem, the research represents knowing the extent of the contribution of economic planning in Sudan; to clarify its role in economic development in the Sudan during the period (1999-2013) and to identify the extent of the contribution of economic planning in achieving its objectives and the lifting of the economic and social level, as to know its impact on some of the indicators of the national economy. The research aims to find out the impact of economic planning on some indicators of the national economy in Sudan in the period (1999 - 2013) , The research also identifies the obstacles and problems facing the economic planning in Sudan and to suggest solutions. The researcher used the descriptive analytical method to describe the theoretical and applied components of the research, as well as to analyze the data and information using the (SPSS) statistics to analyze and to test the research hypotheses. The researcher reaches several results, to be mentioned ,e.g. there is a strong significant correlation between economic planning and variables (GDP growth rate , the current account , the capital , financial account and inflation) , In contrast; there is a weak significant correlation between economic planning and variables (reserve assets and errors and deletions). Accordingly , the researcher has suggested several recommendations , such as to following scientific bases in the planning process to the development, taking into account the capability and the possibilities in Sudan to accommodate the targeted economic variables in development plans. To develop alternative plans in case of emergency might occur in the country, to determine the objectives of economic development, and to set suitable planning and appropriate programs of development planning.
