أثر معوقات إدارة المشروعات الزراعية علي تطبيق مفهوم إدارة الجودة الشاملة في الفترة (2008 – 2015م) دراسة تطبيقية المشروعات الزراعية بولاية نهر النيل " قندنو الزراعي – كبوشية الزراعي "

Abstract

المستخلص تهدف هذه الدراسة إلي معرفة أثر معوقات إدارة المشروعات الزراعية في تطبيق مفهوم إدارة الجودة الشاملة دراسة حاله المشروعات الزراعية بولاية نهر النيل ( قندتو الزراعي _كبوشية الزراعي) . تمثلت مشكلة الدراسة في وجود معوقات طبيعية وتقنية واجتماعية وأخري اقتصادية وكذلك عدم تطبيق مفهوم بطاقة الأداء المتوازن والتخطيط الإستراتيجي في المشروعات الزراعية مما يعيق تطبيق مفهوم إدارة الجودة الشاملة تنبع أهمية الدراسة في قلة البحوث والدراسات التي تناولت إدارة المشروعات الزراعية وبذلك يمكن اعتبارها مسامة في إثراء المكتبة العربية بدراسات حول إدارة المشروعات الزراعية كما أوضحت الدراسة نتائج وتوصيات ستؤدي إلي ترقية الأداء في المشروعات الزراعية . تنص الدراسة علي سبعة فرضيات تم إختبار صحتها اتبعت الدراسة المنهج التاريخي والمنهج الاستنباطي ومنهج دراسة الحالة والمنهج الوصفي التحليلي باستخدام برنامج الحزم الإحصائي spss لإدخال بيانات الدراسة تم استخدام النسب المئوية والانحراف المعياري واختبار كاي تربيع لإجابات مجتمع الدراسة تم جمع بيانات الدراسة بواسطة استبانه وتوصلت الدراسة إلي العديد من النتائج أهمها : تطبيق إدارة المشروعات الزراعية لمفهوم إدارة الجودة الشاملة يساعد علي كفاءة الإدارة ، عدم توفر الموارد المالية الكافية بالمشروع يعيق تطبيق مفهوم إدارة الجودة الشاملة ، عدم توفر الآلات الزراعية والأسمدة بالكميات المطلوبة يحول دون تطبيق مفهوم إدارة الجودة الشاملة ، عدم التخطيط السليم للمشروعات الزراعية يؤدي إلي عدم تطبيق مفهوم إدارة الجودة الشاملة ، الإصرار علي زراعة نوع معين من المنتجات الزراعية لا يعطي مؤشر جيد لتطبيق مفهوم إدارة الجودة الشاملة ، عدم مواكبة التطورات في الأساليب الإدارية الحديثة لا يسمح بتطبيق مفهوم إدارة الجودة الشاملة. كما توصلت الدراسة إلي عدد من التوصيات أهمها : ضرورة تطبيق إدارة المشروعات الزراعية لمفهوم مفهوم إدارة الجودة الشاملة لأنها تساعد علي كفاءة الإدارة ، لابد من توفر الموارد المالية الكافية بالمشروع لأنها تساعد علي تطبيق مفهوم إدارة الجودة الشاملة ، ضرورة توفير الآلات الزراعية والأسمدة بالكميات المطلوبة لتطبيق مفهوم إدارة الجودة الشاملة،لابد من وجود تخطيط سليم للمشروعات الزراعية لأنه يؤدي إلي تطبيق مفهوم إدارة الجودة الشاملة ، لابد من تنويع المنتجات الزراعية للحصول علي مؤشر جيد لتطبيق مفهوم إدارة الجودة الشاملة ، مواكبة التطورات في الأساليب الإدارية الحديثة وذلك لتطبيق مفهوم إدارة الجودة الشاملة .

Abstract

The objective of this study is to know the impact of the obstacle of managing agricultural projects when applying the concept of total quality management. Case study of agricultural projects in River Nile state ( Gandato and kaboshia Agricultural projects). The problem of the study is represented by the existence of natural, technological, social and economical obstacles. Also, the lack of applying the concept of balanced performance card in agricultural projects which hinder the application of the concept of total quality management the importance of the study stems from the scarcity of research and studies that deal with agricultural projects, management, so it could be considered a contribution in consolidating the Arabic library with studies of managing agricultural projects. The study depicted results and re commendations which will lead to the promotion of performance in the agricultural projects .Seven hypotheses were formulated and tested in this study. The study followed the historical, inductive, case study and descriptive analytical research methodologies using the date of the study, social sciences (spss).to feed the date of the study, percentages, standard deviation And quay square test wear used. The date of the study was collected by a questionnaire. The study attained many results, the most important of them are: Applying the concept of total quality management by the management of agricultural projects will assist management efficiency, Lack of the availability sufficient financial resources in the project will hinder the application of total quality, Non- availability of agricultural machineries and fertilizers in the amble quantities will impede the application of total quality. Lake of the accurate planning of the agricultural projects will lead to the absence of applying total quality, Insisting to grow a certain type of agricultural products will not give a good signal indication for the application of total quality, Not being up-to-date to the developments in the modern management techniques will not allow the application of total quality. The study recommended many recommendations, the most important of which are: It is necessary for the management of agricultural projects to apply the concept of total quality because it assists in the efficiency of management, Available of amble financial resources in the project is necessary, since it helps to apply total quality, To apply total quality, agricultural machines and fertilizers should be available in the required quantities, Accurate planning in the, agricultural projects is a necessity because it leads to the application of total quality, Diversification of agricultural projects is a good signal to the application of total quality, To apply total quality, should be up - to- date to the developments of modern management techniques .
