دور منظمات المجتمع المدني في التنمية الاقتصادية والاجتماعية دراسة تطبيقية علي منظمات المجتمع المدني في السودان في الفترة من 2005م- 2015

Abstract

تناولت هذه الدراسة دور منظمات المجتمع المدني في التنمية الاقتصادية والاجتماعية في السودان في الفترة من 2005-2015م . تتمثل مشكلة الدراسة في حاجة مفهوم المجتمع المدني في السودان إلي وضعه في سياقه الملائم والصحيح والقيام بدوره كاملاً في التنمية الاقتصادية والاجتماعية في البلاد وكيفية توفير الآليات لمواجهة التحديات التي تواجه العمل التطوعي بالسودان . هدفت هذه الدراسة إلي التعريف دور منظمات المجتمع المدني في السودان في التنمية الاقتصادية والاجتماعية وأهميتها ووظائفها ونشأتها ، كما توفر دراسة أكاديمية تساعد في كشف دور هذه المنظمات . كما اتبعت الدراسة المنهج التارمنهج الوصفي التحليلي لاستقصاء ووصف وتحليل بيانات الدراسة وبذلت قصارى جهدي في إتباع الأسلوب العلمي الذي يتسم بالموضوعية والتجرد . واهم فرضيات الدراسة تشمل العلاقات ذات الدلالات الإحصائية بين أداء منظمات المجتمع المدني والخدمات الاجتماعية والاقتصادية المقدمة لشرائح المجتمع في السودان . توصل الباحث إلي أهم النتائج بأن المجتمع المدني ليس سواء مجتمعات مدنية بالإضافة إلي ثقافة مدنية مجال عملها متمايز عن عمل الدولة أي مستقلة عن سلطه الدولة وان الشأن الاجتماعي مشترك بينهما . وأن منظمات المجتمع المدني هي تجمعات بشرية تضم متطوعين وتقدم سلاسل من الخدمات التطوعية والخيرية من المحتاجين والمنتفعين دون مقابل في ضوء مجموعة التشريعات .

وأهم التوصيات لفت النظر بان الحكومة كطرف عليها تحديث قوانينها وتشريعاتها لتحفيز منظمات المجتمع المدني للقيام بدورها . دفع منظمات المجتمع المدني إلي البحث الجاد عن مصادر تمويل حتى تتمكن من تقديم خدمات أفضل . تأهيل وتدريب قيادات منظمات المجتمع المدني لتمكينهم من تطبيق أساليب القيادة وتطوير آليات العمل لتنفيذ الخطط والأهداف المرسومة لتلك المنظمات ، ولكي تصبح أداة لتطوير أعضائها من خلال ما تنظمه من ندوات ودورات في ثقافة التنمية ومتطلباتها .

This study tackles the role of civil society organizations in economic and social development in Sudan during the period 2005-2015. The problem of the study was depicted by the need to put the concept of civil society in Sudan in its suitable and right context to play its role in the economical and social development of the state and how to provide mechanisms to confront challenges that face voluntary work in Sudan. The objectives of the study were: to be acquainted with the role of civil society organizations in Sudan in economical and social development; their importance their functions and their evolution. It provides an academic study that helps in revealing the role of these organizations. The study adopted the historical method and the descriptive analytical method to explore, describe and analyze the date of ض the study. A great effort was exerted to follow the scientific approach which is characterized by objectively and dedication. The most important hypothesis of the study include the presence of a relation with statistical significance between the performance of civil society organizations and the social and economical services provided to the state of the society in the Sudan. The researcher attained the most important results as:- • The civil society was not but civil societies as well as civil culture which is different and independent from the authority of the state, but the social affair is common between them. • Civil society organizations are human clusters that include volunteers and provide a series of voluntary and charitable services to the needy people and beneficiaries free of charge in the light of group of legislations. ط The most important recommendations were:-

- To divert the attention of the government, as a party, to modernize its laws and legislations to motivate civil society organizations to perform their roles. - To push civil service organizations to seriously search for sources of finance so as to be able to offer better services. - To qualify and train leaders of civil society organizations to enable them to apply leadership approaches and to develop work mechanisms to execute plans and the designed objectives of these organizations, are to become a tool to develop their members through the organized symposiums and sessions in development culture and its requirements. ظ
