Abstract

مستخلص البحث يتناول البحث دور القرار السياسي في التخطيط الاستراتيجي للإسكان – بالتطبيق على ولاية نهر النيل، حيث تكمن مشكلة البحث في أن الزيادة فى عدد السكان بالولاية بالمقارنة مع المساحات المعدة للاسكان لم تعد كافية لاستيعاب هذا التطور، وإن وجدت فإنها تكون بعيدة عن مناطق العمران والخدمات، سيما أن غالبية السكان بالولاية من طبقة محدودي الدخل مما يجعلهم غير قادرين على تشييد مساكن مملوكة لهم فيلجأون الى ايجار المسكن فتنصرف دخولهم الى تغطية نفقات الايجار, كذلك فإن الاوضاع الحالية للمساكن تفتقد الى الخدمات الضرورية على الرغم من المجهودات التى تقوم بها بعض الجهات الرسمية والشعبية. وأهمية الدراسة تأتي من أهمية إيجاد حلول وبدائل لمشكلة السكن بالولاية وكذلك الأهمية الاجتماعية والاقتصادية للمساكن وأنها عملية مؤثرة في النشاط الاقتصادي الكلي. وتهدف الدراسة الي توضيح دور القرار السياسي في التخطيط الاستراتيجي للإسكان وتسليط الضوء على التجارب الدولية في مجال الاسكان، ويفترض البحث أن هناك علاقة بين القرار السياسي والتخطيط الاستراتيجي الحضري, وبين التخطيط الاستراتيجي وتملك المساكن. وأن هناك علاقة اقتصادية بين الحاجة للمساكن وانتاج المسكن والاستقرار الاجتماعي والسياسي. وقد اعتمد البحث على المنهج الوصفي والمنهج التحليلي والمقابلة, حيث توصل البحث نتائج أهمها أن هناك زيادة فى عدد السكان بالولاية أدت الي الزيادة على طلب المسكن، وأن هناك تجارب فى مجال بناء المساكن كان لها الأثر الواضح فى تخفيف وطأة الفقر على الأسر التى استهدفتها، ويوصي البحث بضرورة تجهيز مخططات سكنية توفر الخدمات وضرورة أن تشييد وحدات سكنية بمواصفات والاهتمام بالمسكن وتوفيره.

Abstract
