دور نظم المعلومات الإدارية في اتخاذ القرارات الإدارية في الجامعات بولاية نهر النيل دراسة تطبيقية (2007 - 2017 )

Abstract

المستخلص تناولت الدراسة دور نظم المعلومات الإدارية في إتخاذ القرارات الإدارية، تمثلت مشكلة الدراسة في عدم توفير المستلزمات المادية والمستلزمات البرمجية والمستلزمات الفنية والمستلزمات التنظيمية والمستلزمات البشرية اللازمة لتطبيق نظم المعلومات الإدارية بالصورة السليمة الأمر الذي يحُد من تطبيقها ويُعيق توفير المعلومات الصحيحة التي تدعم إتخاذ القرارات الإدارية السليمة وما ينجم عن ذلك من عدم تحقيق المؤسسات لأهدافها وعدم مواكبتها للتطورات التكنولوجية والمعلوماتية الحديثة بإتخاذها لقرارات إدارية تعتمد على معلومات غير صحيحة. تكمن أهمية الدراسة في الوقوف على مدى توافر البنية الأساسية اللازمة لتطبيق نظم المعلومات الإدارية بالجامعات المبحوثة والاسهام في زيادة فعالية وكفاءة تطبيق نظم المعلومات الإدارية في الجامعات المبحوثة والإسهام في إكتشاف وحل المشكلات التي تواجة تطبيق نظم المعلومات الإدارية في الجامعات المبحوثة وتشجيع متخذي القرارات الإدارية في الجامعات المبحوثة بضرورة الإعتماد على نظم المعلومات الإدارية في توفير المعلومات الصحيحة التي تدعم إتخاذ القرارات الإدارية السليمة. هدفت الدراسة إلى التعرف على مفهوم ومكونات ووظائف وأنواع نظم المعلومات الإدارية، وإبراز دورها وأهميتها في إتخاذ القرارات الإدارية، والتعرف على مفهوم القرارات الإدارية، وخصائصها وعناصرها ومراحل وأساليب إتخاذها، وعرض وتحليل المشكلات والمعوقات التي تواجه تطبيق نظم المعلومات الإدارية بالصورة السليمة وتقديم نموذج مقترح لتطبيقها بالصورة السليمة والوقوف على مدى توفر البنية الأساسية اللازمة لتطبيقها بتلك المؤسسات مما يساعد على توفير المعلومات الصحيحة التي تدعم إتخاذ القرارات الإدارية السليمة . واختبرت الدراسة خمسة فرضيات تم إثبات صحتها، وتوصلت الدراسة إلى عدد من النتائج أهمها يوجد ضعف في تدريب متخذى القرارات الإدارية في مجال استخدام نظم المعلومات الإدارية المطبقة بالجامعات المبحوثة، وأن الجامعات قيد البحث تعمل على توفير أجهزة الحاسوب بالعدد الكافي لإنجاز العمل الإداري بها، وأن الجامعات المبحوثة توفر أحدث البرمجيات المستخدمة في مجال نظم المعلومات الإدارية المستخدمة بها، وأن وحدات الجامعات المبحوثة توفر بيانات تتصف بالدقة لإدخالها لنظم المعلومات الإدارية المطبقه بها، وأن الإجراءات المتبعة بنظم المعلومات الإدارية بالجامعات المبحوثة تتصف بالتسلسل، وتعمل الجامعات المبحوثة على تدريب الموظفين بشكل دوري لتطوير مهارتهم للتعامل مع نظم المعلومات الإدارية المطبقة بالجامعات قيد البحث. خرجت الدراسة بعدد من التوصيات أهمها على الجامعات المبحوثة العمل على عقد دورات تدريبية لمتخذى القرارات الإدارية في مجال استخدام نظم المعلومات الإدارية المطبقه بها، وضرورة العمل على توفير أجهزة الحاسوب بالعدد الكافي لأنجاز العمل الإداري بالجامعات قيد البحث ومتابعة التطورات التي تحدث في هذا المجال لتوفير أحدثها، وعلى الجامعات المبحوثة المحافظة على التحديث المستمر للبرمجيات المستخدمة في مجال نظم المعلومات الإدارية المستخدمة بها، وضرورة أن تعمل وحدات الجامعات قيد البحث على توفير بيانات تتصف بالدقة لإدخالها لنظم المعلومات الإدارية المطبقه بها، ويجب أن تتصف الإجراءات المتبعة بنظم المعلومات الإدارية بالجامعات المبحوثة بالتسلسل، وعلى الجامعات المبحوثة العمل على التدريب المستمر للموظفين في مجال نظم المعلومات الإدارية المطبقه بها لتطوير مهارتهم في التعامل معها.

Abstract

The study dealt with the role of management information systems in making administrative decisions. The problem of the study was the failure to provide material inputs, software supplies, technical supplies, organizational supplies and human resources necessary for the proper application of management information systems (MIS), which limits their application and impedes the provision of correct information that supports sound management decisions , and what follows that from failure of the institutions to achieve their aims, and their failure to keep pace with modern technological and informational developments, by adopting administrative decisions based on incorrect information. The importance of the study is to determine the availability of the necessary infrastructure for the application of management information systems (MIS) in the surveyed universities, to contribute to increasing the efficiency of the application of MIS in the investigated universities, to contribute to the discovery and solution of the problems facing the application of MIS in the surveyed universities, and to encourageadministrative decisions makers in the surveyed universitiesto the need to rely on MIS to provide the correct information that supports the adoption of sound management decisions. The aim of the study is to identify the concepts, components, functions and types of management information systems, highlight their role and importance in making administrative decisions, identify the concept of administrative decisions, their characteristics and elements, and the stages and methods of making them, and to show and analyze the problems and constructions facing application of MIS properly, and to put a suggested model for applying properly, and to stand on the availability of the necessary infrastructure to implement MIS in these institutions, which helps to provide the right information that supports the adoption of sound management decisions. The study examined five hypotheses that were validated. The study reached to a number of results, the most important of which is that there is a weakness in the training of administrative decision makers in the field of management information systems applied in the universities surveyed, and that the surveyed universities are working on providing computers with sufficient number to complete their administrative work, and the surveyed universities provide the latest software used in the field of MIS that used there, and the units of the surveyed universities provide accurate data for entering to the MIS applied there, and thatthe procedures followed by the MIS in the surveyed universities are in sequence, and that the surveyed universities are working on the training of their staff periodically to develop their skills to deal with the MIS applied in those universities. The study came out with a number of recommendations, the most important of them is that the surveyed universities should work on holding training courses for administrative decision makers in the field of using the MIS applied in them, and the necessity of working on providing computers with sufficient number to complete the administrative work in the surveyed universities, in order to provide the most up-to-date information. The surveyed universities should maintain the constant updating of the software used in the field of management information systems used.And the units of the surveyed universities should provide accurate data for the entering to the MISapplied there, and the followed procedures of MIS at the surveyed universitiesshould be characterized bysequentiality. The surveyed universities should work on the continuous training of the staff in the field of MIS applied there to develop their skills in dealing with them.
