Abstract

Abstract Topic of the research: This study has taken the role of the investment departments in raising the efficiency of investment in a practical Study on the office of the High Commissioner to encourage investment in Khartoum state. The Problem: The researcher selected the problem of the study through the key question (What is the role of the office of the High Commissioner encourage investment in Khartoum state in raising the efficiency of investment in Sudan for the sake of achieving comprehensive development?). Objectives of the research: This study aimed to identify the role of the High Commissioner to encourage investment in Khartoum state and its role in improving the efficiency of investment in previous periods, and to identify the most important problems and obstacles that prevent the High Commissioner to encourage investment in Khartoum state, from taken its role as well as to identify the mechanisms and methods adopted by the High Commissioner for activating their role. The importance of research: The scientific importance of the study is to identify the concept of investment and the lifting mechanisms and improve its efficiency as the main engine of the development process in the state. Illustrate the practical significance of the study as it tries to identify the role of investment departments in general in Sudan and the office of the promotion of investment in Khartoum, in particular in improving and upgrading the efficiency of investment. Research Method: the researcher Using descriptive and analytical approach to suit them with the nature of the topic, was adopted the questionnaire as a tool to gather information from the research society, of investors working in the state of Khartoum (national, foreigners, mixed), the researcher used the program of packets statistical charts (SPSS). The most important results: the researcher has reached a number of conclusions which are highlighted: 1. there is a relationship of statistical significant difference between the mechanisms and methods of the Office High Commissioner to encourage investment in Khartoum state and raising the efficiency of investment in Sudan . 2. it pointed out that the material and human resources owned by the Khartoum State contribute to raise the efficiency of investment in Sudan. 3. The study found that there are many obstacles to the economic, administrative and legal challenge from the Office of the High Commissioner to encourage. 4. the existence of a statistically significant relationship between the laws that create the environment for investment and raising the efficiency of investment . Recommendations: the most important of which are: 1. the need to work in the development of the standard window applied the office of the High Commissioner to encourage investment and the representation of all governmental authorities concerning the investment in this window and activating its role. 2. Work to increase the proportion of land allocated by the interest of the investment projects in the state of Khartoum through the reclamation of peripheral areas and providing the necessary services for the establishment and the establishment of the investment projects
