دور الرقابة الإدارية في فعالية أداء الأجهزة التنفيذية دراسة تطبيقية -حكومة ولاية نهر النيل(خلال الفترة من2007 -2017م)

Abstract

المستخلص تناولت هذه الدراسة دور الرقابة الإدارية في فعالية أداء الأجهزة التنفيذية بولاية نهر النيل خلال الفترة من 2007 – 2017م ، وقد هدفت إلى التعرف على نظم الرقابة الإدارية المعمول بها في الأجهزة التنفيذية في الولاية ودورها في تفعيل الأداء فيها من خلال الأساليب المتبعة والعنصر البشري القائم عليها . وقد اتبعت المنهج الوصفي التحليلي مستعينة بالاستبانة والمقابلة والملاحظة كأدوات لجمع البيانات ، كما اطلعت على عدد من الدراسات السابقة التي كتبت في نفس المجال ، وقد اشتملت على إطار نظري تناول الرقابة الإدارية من حيث المفاهيم والأهمية والأهداف ونظم الحكم في السودان بالإضافة للمفاهيم الأساسية لولاية نهر النيل وقد استندت في ذلك على العديد من المصادر والمراجع والدساتير والقوانين واللوائح . بعد جمع البيانات وتحليلها إحصائياً توصلت الدراسة إلى عدة نتائج أهمها أن الرقابة الإدارية على الأجهزة التنفيذية في ولاية نهر النيل تقوم على نظم خاصة ذات مهام واختصاصات محددة وفق معايير دقيقة ، ورغم ذلك فإن هنالك ظواهر سالبة أثرت على أداء الأجهزة الرقابية أهمها تجميد وعدم تفعيل أنشطة بعض الأجهزة والوحدات الرقابية الهامة في الولاية . قدمت الدراسة توصيات أمنت على ضرورة الاهتمام بتدريب الكوادر وتنمية القدرات وتطبيق قوانين الرقابة بصورة سليمة وتنمية الرقابة الذاتية لدى العاملين . كذلك الاهتمام بتطبيق نظم الرقابة الاليكترونية لتحقيق أهداف الرقابة المتمثلة في الضبط والتأمين لكل المرافق بالولاية .

Abstract This study handled the role of the managerial controlling in the efficiency of the performance of the executive departments of River Nile State in the period from 2007 to 2017. It aimed at identifying the managerial controlling systems adopted by the executive departments of the state. The study fallowed the descriptive analytical method, and the data was collected by the questionnaire, interviews and the observation besides referring to the previous studies that handled the same issue. The literature review treated the concepts and objectives of the managerial controlling and the rule systems in Sudan and the River Nile State relying that on sources, references, constitutions, laws and regulations. Of the results of the study: the managerial controlling of the executive departments of the River Nile State is of special systems and of specific specialties and accurate standards. But the freezing and no activation of theses controlling units have passively affected the performance. The study recommended the following: - Training and developing the capacities of the employees. - Implementing the controlling laws and developing the self/controlling of the employees, - Implementation of the e/controlling in all the state units
